James Tallmadge, of Duchess County, New York: In the House of Representatives of the United States, on Slavery The general interest which prevails in every part of the United States at the present time, in relation to the existence of slavery, and especially its introduction into new territory, induces me to believe that the reprint of the fragments of Congressional history which compose this pamphlet may afford gratification to many who are not conversant with the debates of 1819, in the House of Representatives. I have searched the records of that day with some diligence, and I find that very few of the recent discussions in Congress embody more important statements than are contained in the able speech of General James Tallmadge, of New York, and who was then the Representative from Duchess County, in that State. The ordinance of 1787 was the work of Nathan Dane, of Massachusetts. After the adoption of the Constitution, the question upon the restriction of slavery in any new State, did not offer itself to Congress until the year 1819, when a bill was introduced into the House, "for authorizing the people of the territory of Missouri to form a Constitution and State government, and for the admission of the same into the Union."
