The invitation, with which I have been honoured, and my acceptance of it, can be justified only upon the ground that the chief intention of the founder of this course of lectures was not to invite scholastic disquisition, but rather to quicken in young men the sense of civic responsibility, and that this object might to some degree be attained if one in the midst of public work should seek to draw, though only in outline, a sketch of the field of endeavour, or privilege, of obligation.
