Through public taxation and private donations libraries have been established in almost all cities and larger towns in the United States. Many of these are housed in costly buildings. Most of them are served by expert librarians and trained assistants. However, much more than half of the men, women and children of the United States live in the open country and in the smaller towns and cities out of reach of the city libraries. Probably seventy percent of the entire population of the country have no access to any adequate collection of books or to a public reading room. In only about one-third of the counties of the United States is there a library of 5,000 volumes or more. In only about 100 of these do the village and country people have free use of the libraries. In this as in so many other things the very people who need help most and who would be most benefited by it have been neglected. In a few instances city libraries have been opened to country and village people. In many small towns and villages small subscription libraries, open a few hours in the week, have a precarious existence. In several states circulating libraries afford some relief. But none of these minister to the country people in a way or to an extent to be compared with the service which the large and well-endowed public libraries render city people. The taxable property of small towns, villages, townships, and rural districts is not sufficient to enable them to support good public libraries alone.
