Excerpt from Public Documents, of the Legislature of Massachusetts: Containing the Speech of His Excellency Governor Strong, With the Answer of the Senate and House of Representatives; Reports of the Several Committees of Both Branches, on the Most Important Subjects Referred to by This Excellency; And a Remonstrance of T Gentlemen of the Senate, and Gentlemen of the House of Representatives, The situation in which I am again placed imposes a duty upon me, by every exertion in my power, to promote the interest and safety of my fellow-citizens; their approbation of my conduct the last year, is peculiarly grateful, as it leads me to hope that my services in the year to come will be considered with the same indulgence: without it, I feel my incompetence at this difficult season, to discharge, in a satisfactory manner, the duties of the office which I have undertaken. In pursuance of the authority given by the Resolve passed at the last Session of the General Court, empowering the Governor, with advice of Council, to adopt certain defensive measures for the protection of the towns and harbors in the Commonwealth, three judicious persons, skilled in military affairs, were commissioned to carry into effect the intentions of the Legislature, expressed in the Resolve.
