Any account of Germany under these three Emperors, therefore, must perforce make that predominance the thread of the narrative, and particularly must this be so with the present volume, which deals with the political evolution of Germany in its relations with the rest of Europe. From this same cause, too, it is inevitable that, even to the limits of iteration, one name should recur.
