The war should be made to arise out of the Balkan question. Then England might perhaps not join in (see last chapter). Turkey should attack Russia in the South and Britain in Egypt (Chapter X). Diplomatically and militarily Germany has carried out every one of Bernhardi´s recommendations contained in the present volume. The word "Kultur" occurs three or four times on most pages, and seven or eight times on several. They will enable every reader to form for himself an opinion as to the character and legality of Germany´s actions based on the highest international and German authorities.
