The alliance has, because of its very nature, an intimate bearing upon the question of limitation of armaments, and a still closer connection with the problems affecting the Pacific and the Far East. It is almost axiomatic to say that no agreement can be reached upon limitation of armaments without settling first the Pacific and Far Eastern problems, and that no settlement can be arrived at in regard to these problems, unless the Anglo-Japanese alliance is definitely disposed of. The continuance or discontinuance of the alliance will, therefore, contribute in no small degree to the success or failure of the armament conference at Washington.
