Excerpt from Message of the Governor of Virginia: Communicating a Correspondence Between the Governors of Virginia and New York, in Relation to Certain Fugitives From Justice The correspondence between ibis department and the governor of New York, and the executive authorities of the slaveholding states, required by certain resolutions of the last general assembly, form, in my estimation, a proper subject for a special communication; and I accordingly submit the same for your consideration. I availed myself of the first occasion, after the executive trust devolved on me, to bring this subject before the governor of New York, in order to afford him an opportunity to comply with the request of the last general assembly, by "urging its consideration on the legislature of his state." Anxious, if possible, to avoid the necessity of "invoking the co-operation of the slaveholding states," I spared no pains to induce the governor of New York to adjust a question which was still entirely within his control; and notwithstanding his delay in meeting it, I determined not to execute the fourth resolution of the general assembly, while a hope remained that this controversy could be otherwise settled.1 was not advised until the 12th of November, of the ultimate decision of the governor of New York to persist in his original refusal to surrender these fugitives. I then lost no time in complying with the fourth resolution of the general assembly, and in exerting all the power with which this department was invested, to bring these fugitives to justice. I immediately offered a suitable reward for their apprehension, and though a considerable time has elapsed since the perpetration of their offence, I am not without hopes that this means may still prove effectual. At an earlier stage of this controversy, the apprehension and conviction or acquittal of these offenders might have terminated, or prevented the serious questions which have subsequently arisen; but the importance which has been imparted to them by the repeated and inflexible refusals of the governor of New York, to acknowledge the only rule which has been hitherto known and esteemed sufficient for their adjustment, will expose us to continual depredation and danger, though the authority of our laws may be successfully vindicated in this instance.
