The subject of Currency does not constitute an exception to this remark. Upon all questions having reference to the management of the circulation, and the principles upon which it should be regulated, the public mind has long been, and still continues, in a state of transition; whilst the history of our legislation upon this, as much as upon most other branches of public policy, is emphatically a history of progress. The abandonment, however, of ancient prejudices for more enlightened views has hitherto been far from complete.
