Charges have been made over and over again, maliciously, by designing and interested parties. These charges have, in every single instance, been made anonymously in the press. The makers of these charges have never had the manliness to make them specific - to mention the names of those so accused by them - and thus place themselves within the reach of law. They were and are afraid to do this. The object they had in view was to make the public believe that certain importers and refiners of sugar were cheats and adulterators - public enemies - create a public opinion hostile to them, and by the pressure of that opinion force the hand of Congress and the Senate to frame the tariff for which they have been all along plotting. The following pages are the answer to these charges. In them will be seen who the accusers are; what are their arguments, what their aims, and what would be the results of their success to one of the greatest industries on this continent.
